灾害情况下小微企业发展的法律保障研究

Research on the Legal Guarantee for the Development of Small and Micro Enterprises under the Disaster Situation

灾害无法预见或已经预见但无法避免,小微企业经济基础薄弱,抵抗灾害能力不足。小微企业虽然经济规模小但数量众多,对繁荣地方经济市场、便利人们生活、稳定就业具有非常重要的作用。每当灾害发生时,国家相关部门制定多种措施帮助小微企业渡过难关。为了使这种帮扶更具有稳定性、连续性、规范性,应制定专门法律法规,及时启动救助帮扶机制,使灾害给小微企业带来的损失降到最小,进而保护经济社会的繁荣稳定。

Disasters can’t be foreseen,or they have been foreseen but can’t be avoided.Small and micro enterprises have weak economic foundation,often unable to resist the disasters.Although the small and micro enterprises have a small economic scale,there are a large number of them,and they play a very important role in prospering the local economic market,facilitating people’s life and stabilizing employment.Whenever a disaster occurs,relevant departments of the country would formulate a variety of measures to help small and micro enterprises to pass through the difficulties.In order to make this kind of assistance more stable,continuous and normative,special laws and regulations should be formulated to launch the relief and assistance mechanism in time,and minimize the loss caused by disasters to small and micro enterprises,so as to protect the prosperity and stability of the economic society.
