摘要
在碳达峰、碳中和目标下,中国能源系统将持续加快向清洁低碳转型,天然气水合物开发利用是实现“双碳”目标的重要动能,理清“双碳”背景下我国天然气水合物勘查开采发展方向对助力“双碳”目标实现具有指导意义。本文在阐述天然气水合物在碳循环中环境效应的基础上,梳理了天然气水合物相关研究和勘查开采现状,剖析了我国天然气水合物在助力“双碳”目标实现方面存在的主要问题,并提出了促进天然气水合物高质量发展的建议。研究表明,天然气水合物在全球碳循环中具有双重环境效应,世界多国在天然气水合物勘探开发关键理论技术的研究和实践等方面不断探索,我国后来居上、持续突破,但在勘查开采理论技术研究、碳封存应用、环境风险防控等方面仍然存在不足,亟需在多学科联合攻关团队建设、加强勘查开采力度、环境风险监测防控及国际合作、与“双碳”目标并行的天然气水合物发展规划与配套管理政策等方面做出努力。
Under the goals of carbon peak and carbon neutrality, China’s energy system will continue to accelerate the transformation to clean and low-carbon.The development and utilization of natural gas hydrate is an important driving force to achieve the goal of “carbon peak and neutrality”.Clarifying the development direction of China’s natural gas hydrate exploration and exploitation under the background of “carbon peak and neutrality” is of guiding significance to help realize the goal of “carbon peak and neutrality”.On the basis of expounding the environmental effects of natural gas hydrate in the carbon cycle, this paper combs the current situation of natural gas hydrate related research, exploration and exploitation, analyzes the main problems existing in China’s natural gas hydrate in helping realize the goal of “carbon peak and neutrality”,and puts forward some suggestions to promote the high-quality development of natural gas hydrate.The research show that natural gas hydrate has dual environmental effects in the global carbon cycle.Many countries in the world continue to explore the research and practice of key theories and technologies for natural gas hydrate exploration and development, and China continues to make breakthroughs.However, there are still deficiencies in the research of exploration and exploitation theory and technology, carbon storage application, environmental risk prevention and control, etc, It is urgent to make efforts in the construction of multidisciplinary joint research team, strengthening exploration and exploitation, environmental risk monitoring, prevention and control and international cooperation international cooperation in environmental issues, as well as natural gas hydrate development planning and supporting management policies parallel to the goal of “carbon peak and neutrality”.
