摘要
呼应国家实施创新驱动发展战略,中国科学院系统率先示范科教融合。受此影响,地方科研院所与省属高校也开始探索融合发展。鉴于我国高校与科学院系统长期分立,当前尤有必要正确看待和引领地方科教机构之间的融合发展。1978年以来,地方科学院的发展深受国家科技战略政策变革的影响,依次历经市场化改制、结构调整、分类发展与科教融合的曲折发展历程。因此,科教融合发展不仅符合国家政策导向,也是地方科学院发展的内生诉求,更是破解地方普通本科高校转型困局和助推"双一流"建设的有效途径。只要相关机构及政府主管部门能够处理好自利价值与公共价值的有机统一,把握好融合发展的目标、对象、载体与模式,地方科学院以及类似科研院所与省属高校之间必将能够实现科教深度融合,并有助于我国建设科教强国和实现科教一统体制。
In response to the implementation of national strategy for innovation-driven development,Chinese Academy of Sciences took the lead in demonstrating the integration of science and teaching.Subsequently,local academies of sciences and provincial universities began to explore integrated development.Because of long-term separation of universities and academies of sciences,it is necessary to correctly guide their integrated development.Since 1978,influenced by the change of national science and technology strategy policy,provincial academies of sciences have gone through such tortuous development processes such as market-oriented transformation,structure adjustment and integration of research and teaching.Therefore,the integrated development of science and teaching is not only in line with the national policy orientation,but also the endogenous demand of local academies of sciences,which is an effective way to solve the dilemma of the transformation of provincial universities and boost the construction of"double first-class".Provided that the relevant institutions and government departments handle the organic unity between self-interest and public value,and clarify the target,object,carrier and mode of integrative development,the deep integrated development between local academies of sciences and provincial universities will appear,which will promote the power construction of science and education and propel the unity system of science and teaching in China.
