摘要
服务业开放本质上是制度型开放。CEPA是中国内地签署的第一个真正意义上的服务贸易协议。CEPA及其后续协议持续扩大对中国港澳服务市场开放,注重提高透明度、推进标准一致化和加强信息交流,在促进贸易和投资便利化方面取得了显著成效。将CEPA现代服务贸易开放作为自然实验,采用合成控制法,评估其对内地与香港双边现代服务贸易的影响,并从经济、法律、贸易以及营商环境四个维度构建制度距离指数,探讨CEPA促进双边现代服务贸易增长的内在逻辑。研究发现:CEPA显著促进了内地与香港双边现代服务贸易的增长;CEPA主要通过缩小内地与香港之间的贸易自由度制度距离和法律制度距离,促进双边现代服务贸易增长。
The opening of service industry is basically the opening of institution. CEPA is the first service trade agreement in the real sense signed in Chinese mainland. CEPA and the continuous expansion of the follow-on agreement have significant effect on the market opening of the service industry in Hong Kong and Macao, improve the transparency, promote criteria standardization, intensify information exchange, and improve trade and investment convenience. The article takes the opening of CEPA modern service industry as the natural experiment to assess its impact on the bilateral modern service trade between Chinese mainland and Hong Kong by using synthetic control method. Institutional distance indexes are constructed from four dimensions including economy, law, trade, and business environment to discuss the internal logic for CEPA to promote the improvement of bilateral modern service trade. Study shows that CEPA significantly promotes the improvement of the bilateral modern service trade between Chinese mainland and Hong Kong, mainly through narrowing the institutional gaps in free trade and law.
