“后疫情时代”社区协同治理的研究——基于湖州疫情的观察

Research on the Community Collaborative Governance in the Post-epidemic Age——Based on the Observation of the Epidemic in Huzhou

随着社区治理主体多元化,社区居委会、物业、业委会成为社区治理的主体。通过访谈调查的方法对湖州城市社区的疫情防控成效进行了研究,发现社区协同治理中主要存在的问题为体制机制不健全、主体权责边界不清晰、主体缺乏共同体精神。“激活‘红色引擎’,保障社区协同治理机制”“立法权责明晰,完善协同治理的运行机制”“搭建‘对话’平台,构建协同治理监督机制”是提升社区协同治理水平、迎战“后疫情时代”的有效路径。

With the diversification of the subjects of community governance,resident committee,property companies and owners committee have become the subjects of community governance.The author made a survey research on the effectiveness of the epidemic prevention and management in Huzhou.Such issues were identified as the imperfect community governance system,the confusion of the responsibility boundary of the governance subject,and the lack of community spirit.In views of the above problems,the author puts forward the corresponding countermeasures to improve community governance in the post-epidemic era.The first is to activate Party building so that the community collaborative governance mechanism can be protected.The second is to clarify the rights and responsibilities respectively in the form of law so that the operation mechanism of the collaborative governance can be practiced.The third is to build a conversation platform so that the supervisor system of the collaborative governance can be established.
