国土空间规划视角下的耕地保护——以新疆为例

Cultivated Land Protection from the Perspective of Land Space Planning——Taking Xinjiang as an Example

分析我国耕地保护发展历程、新形势下国土空间规划中耕地保护新要求,对新疆耕地现状及挑战进行总结。当前新疆耕地保护主要面临来自水资源匮乏、耕地质量低而不稳、存在非农化非粮化现象、土地污染、国际形势等方面的风险和挑战,由此提出新疆耕地保护首先应摸清耕地现状,严控建设占用,加强用途管制与质量建设,开展轮作休耕,保障生态安全,从而落实国土空间规划保护目标。

This paper analyzed the development process of cultivated land protection in China and the new requirements of cultivated land protection in land space planning under the new situation,and summarized the current situation and challenges of cultivated land in Xinjiang.At present,the cultivated land protection in Xinjiang was mainly faced with the risks and challenges from the lack of water resources,the low and unstable quality of cultivated land,the non-agricultural and non grain phenomenon,the land pollution and the international situation.Therefore,it was proposed that the cultivated land protection in Xinjiang should first find out the current situation of cultivated land,strictly control the construction occupation,strengthen the use control and quality construction,and carry out the rotation fallow to ensure ecological security,so as to implement the goal of land and space planning and protection.
