乡村振兴背景下校地高层次科技人才共享策略研究

Research on the Sharing Strategy of High-Level Scientific and Technological Talents in Schools and Regions under the Background of Rural Revitalization

高校科技人才是服务农业绿色创新发展的动力源泉,是服务乡村振兴的主力军,是社会共建共享实现共同富裕的孵化器。然而,从人才共享的内在推动力量、约束调控机制和产出分配等关键环节来看,科技人才共享面临着科技人才内生动力不足,科技人才创新成果保护难,科技人才共享的调控协调难等障碍与困难。乡村振兴背景下,开展利益价值观教育,形成科学的人才共享观念;强化政府主导作用,完善科技人才共享保障制度;合理设置科技人才补贴与利益分配比例,激发科技人才科技服务的主观能动性;搭建利益协调平台,确保科技服务相关各方的利益不受侵害;发展科技服务中介,壮大第三方力量促进科技人才共享服务;以此可以有效提升高校校地科技人才共享和科技服务的社会效能。

Scientific and technological talents in Colleges and universities are the power source of serving the green innovation and development of rural areas,the main force of serving the revitalization of rural areas,and the incubator for social co construction and sharing to achieve common prosperity.However,from the perspective of the internal driving force,constraint regulation mechanism and output distribution of talent sharing,the sharing of scientific and technological talents is faced with obstacles and difficulties,such as the lack of endogenous motivation of scientific and technological talents,the difficulty in protecting the innovative achievements of scientific and technological talents,and the difficulty in regulation and coordination of scientific and technological talent sharing.Under the background of rural revitalization,carry out interest and value education and form a scientific concept of talent sharing;strengthen the leading role of the government and improve the security system for sharing scientific and technological talents;reasonably set the proportion of subsidies and benefit distribution for scientific and technological talents to stimulate the subjective initiative of scientific and technological services for scientific and technological talents;build an interest coordination platform to ensure that the interests of all parties involved in scientific and technological services are not infringed;develop science and technology service intermediaries,expand third-party forces,and promote the sharing of services for scientific and technological talents;this can effectively improve the social efficiency of scientific and technological talent sharing and scientific and technological service in Colleges and universities.
