河南省高新区创新能力评价体系指标研究

Research on Index of Innovation Ability Evaluation System of Henan High-Tech Zone

首先对河南省全省创新发展现状进行了分析,并提出发展过程中的不足,然后对六个中部省份44家国家高新区从创新发展基础、创新发展投入、创新发展产出及贡献能力三个方面进行了指标体系的构建研究,采用因子分析方法找到其影响最大的公共因子,并计算出因子得分,最终对各高新区进行综合情况分析。针对分析结论,提出加强产业政策的合理引导、深化科技体制改革、加大交流合作力度等对策建议。

Firstly analyzes the current situation of innovation development in Henan Province,and points out the shortcomings in the development process.Then it constructs and studies the index system of 44national high-tech zones in six central provinces from three aspects:innovation development foundation,innovation development input,innovation development output and contribution ability.Factor analysis method is adopted to find the common factor with the greatest influence,and factor score is calculated,and finally the comprehensive situation of each high-tech zone is analyzed.In view of the analysis results,some countermeasures and suggestions are put forward,such as strengthening the rational guidance of industrial policy,deepening the reform of science and technology system,and strengthening the exchange and cooperation.
