摘要
近年来PPP代替政府投资成为了基础设施建设的主流模式。在政府投资模式下成长起来的施工企业不适应从施工方到投资方的身份转变,普遍缺乏PPP项目前期策划能力,导致许多PPP项目中标后面临整改或无法推进,无法按预期向社会提供公共服务并获取投资收益。笔者通过分析汕头牛田洋快速通道和金砂西路西延打包PPP项目策划经验,从政府实施PPP项目的需求分析出发,总结了回报机制等项目策划要点,并采用系统的分层对接方案让政府采纳策划要点。开展PPP项目前期策划工作能提高PPP项目的可操作性,保证各参与方的合理利益诉求,确保PPP项目能优质高效的向社会提供公共产品和公共服务。
PPP has become the mainstream mode of infrastructure construction instead of government investment in recent years.The construction enterprises growing up under the government investment mode do not adapt to the identity change from the construction party to the investor,and generally lack the prophase scheme plan of PPP projects.As a result,many PPP projects face rectification or can not be promoted after winning the bid,and can not provide public services to the society and obtain investment income as expected.By analyzing the planning experience of Shantou Niutianyang project and starting from the demand analysis of the government’s implementation of PPP project,the author summarizes the key points of project planning such as return mechanism,and adopts a systematic layered docking scheme to let the government adopt the key points of planning.Carrying out the preliminary planning of PPP project can improve the operability of PPP project,ensure the reasonable interest demands of all participants,and ensure that PPP project can provide public goods and public services to the society with high quality and efficiency.
