大学治理是新时代我国大学现代化建设的重要内容。大学治理效率的提升是实现更高水平大学治理的关键所在。在国家治理体系和治理能力现代化建设的时代逻辑、知识本位的学术逻辑、服务社会的市场逻辑和革新发展的历史逻辑等多重驱动下,生成了大学治理效率提升的现实论题。提升大学治理效率,需以培育现代化大学治理思维模式为前提条件,培育过程性、整体性、多元式、文化性思维;以构建多元共治的现代化大学治理结构为变革核心,构建党政分工合作共同负责、教授治学、学生民主参与、政府引导和监督、市场机制调节的多元治理结构;以加强大学治理制度设计为基本保障,全面加强大学治理法律体系、大学章程、大学内部非正式制度等方面的制度建设。

University governance is an important part of China’s university modernization in the new era.The improvement of university governance efficiency is the key to achieve a higher level of university governance.Driven by the time logic of the modernization of national governance system and capacity,the academic logic of knowledge standard,the market logic of serving the society and the historical logic of innovation and development,a realistic topic of improving the efficiency of university governance has been generated.To improve the efficiency of university governance,we need to cultivate a process,integrity,pluralism and cultural thinking with the thinking mode of modern university governance as the prerequisite,build a pluralistic governance structure with the division of work and cooperation,the joint responsibility from the party and the administration,the academic governance of professors,the democratic participation of students,the guidance and supervision of government and the regulation of market mechanism with the construction of modern university governance structure of pluralistic co-governance as the core of reform,and comprehensively strengthen the construction of legal system in university governance,university charter and informal system within university with strengthening the design of university governance system as the basic guarantee.
