社会保险基金管理是促进社会保险基金收支稳定持续、运营管理安全高效的重要保障。人类社会正在进入数字时代,数字经济正在推动生产方式、生活方式和治理方式发生深刻变革。社会保险基金管理是数字化改革和应用的重要制度场域,实现社会保险基金数字化管理是防范化解基金风险、促进制度改革完善的必然选择。当前,应以数字化赋能社会保险基金管理为重点,在推动参保扩面、做实缴费基数、助力投资运营、核定待遇发放、完善预算制度、加强审计监管和优化经办服务等方面加强数字技术应用,同时要保障数据安全、营造数字生态和构建决策机制。

Social insurance fund management is an important guarantee to promote the stability and sustainability of social insurance fund revenue and expenditure,and also the safe and efficient operation and management of it.Human society is entering the digital age,and the digital economy is promoting profound changes in the mode of production,lifestyle and governance.Social insurance fund management is an important system field for digital reform and application.Realizing digital management of social insurance fund is an inevitable choice to prevent and resolve fund risks and promote system reform and improvement.At present,we should focus on the management of digital enabled social insurance fund,and strengthen the application of digital technology in promoting the expansion of insurance coverage,strengthening the payment base,helping investment and operation,verifying treatment standards,improving the budget system,strengthening audit supervision and optimizing handling services.At the same time,we should ensure data security,create a digital ecology and build a decision-making mechanism.
