从“嵌入”到“融合”:干部驻村制度的创新发展研究——基于绍兴柯桥驻村指导员制度的实践探索

From“embedding”to“integration”:research on the innovation and development of the work system of cadres in Keqiao's villages

村级治理作为国家治理体系的“神经末梢”,于全面推进乡村振兴,实现农业农村现代化至关重要。为解决村级治理“主体性缺失”等突出问题,推动国家治理有效“下沉”,驻村指导员制度于2004年在时任浙江省委书记习近平同志的推动下开始实行。制度先行地绍兴柯桥的实践从主体嵌入适配性、机制嵌入规范性、资源嵌入有效性与组织嵌入系统性几方面不断深入完善,但该项工作制度在具体嵌入实践中仍面临着多角色冲突与内生自治力不足、行政依赖等现实困境。新的治理目标下,需从融合视角出发优化驻村指导员与村级治理各体系间的互动机制,加快形塑“一核多元”的引领型融合治理模式。

Village-level governance,as the“nerve endings”of the national governance system,is very important in pushing forward all-round rural vitalization and realizing the modernization of the agricultural sector and rural areas.In order to solve prominent problems such as the“lack of subject”of village-level governance,and topromote the“down-to-earth”practice of national governance,the resident instructor work system in the village was implemented in 2004 under the leadership of Xi Jinping,then Secretary of Zhejiang Provincial Committee of the CPC.As a pioneering zone,Keqiao's practice has been continuously improved in terms of subject embedding adaptability,mechanism embedding standardization,resource embedding effectiveness and organizational embedding systematicity.However,the work system is still confronting multi-role conflicts,the lack of endogenous autonomy,administrative dependence and other realistic dilemmas in the specific embedding practices.Under the new governance goals,it is necessary to optimize the interaction mechanism between the instructors in the village and the various systems of village-level governance from the perspective of integration,and accelerate the formation of a“one-core,multiple forces”leading and integrated governance model.
