“双高计划”下高水平院校智库建设路径研究——基于北京大学国家发展研究院建设经验分析

On the Construction Path of Think Tanks in High-level Vocational Colleges under the "Double High Plan" —— Based on the Analysis of Construction Experience of National School of Development at Peking University

2019年,教育部、财政部启动了“双高计划”,旨在引领新一轮职业教育改革,提升职业教育的贡献度。如何提升高职院校为地方社会发展建言咨政的水平,越来越需要智库这一智囊团进行指导。然而,职业院校智库起步晚、基础弱、水平低,与本科院校智库相去甚远。对此,作为新一轮职业教育改革的龙头单位,高水平院校建设单位应借鉴本科高校智库建设的成功经验,明确自身的功能,通过精准定位,扬长避短以小见大;挖掘资源,创新智库协同建设;强化交流,打造高端发布平台;完善考评,健全管理评价机制,将智库建设作为内涵式高质量发展的新生长点,为地方经济社会发展提供人才和智力支撑,最大限度实现高水平院校科研成果的社会和经济效益双提升。

Aiming to lead a new round of vocational education reform and improve the contribution of vocational education,the Ministry of Education and the Ministry of Finance launched the “Double High Plan”in2019. How to improve the level of advice and consultation of higher vocational colleges for local social development needs the guidance of think tanks. However,think tanks in higher vocational colleges start late with weak foundation at low level,which are far from those in undergraduate universities. In this regard,as the leading unit of the new round of vocational education reform,the construction units of high-level vocational colleges should learn from the successful experience of the construction of think tanks in undergraduate universities,clarify our own functions,foster strengths and circumvent weaknesses through accurate positioning. We need to explore resources and coordinate the construction of think tanks;strengthen communication and build a high-level platform;improve the evaluation and the management evaluation mechanism. Think tank construction will be regarded as a new growth point of connotative high-quality development,providing talent and intellectual support for local economic and social development,and maximizing the social and economic benefits of scientific research achievements of high-level vocational colleges.
