社区养老服务设施邻避效应困境及破解进路探究--以C市M小区为例

在我国人口老龄化程度持续加深的背景下,社区养老服务设施的规划和建设,关系着老年群体的获得感、幸福感和安全感,是社会治理中不可回避且必须回答好的时代课题。与此同时,伴随人民日益增长的美好生活需要的不断提高,政府或企业在养老服务设施的选址、建设和运营等过程中,与社区居民的安全健康、心理愉悦、多元补偿等方面产生了利益冲突,由此引发的信访问题需引起党委政府的重视。解决好社区养老服务设施邻避效应问题,需政府、企业、居民和社会组织共同参与,同向发力、形成合力。

In the context of the continuous deepening of the aging of the population in China,the planning and construction of community service facilities for the elderly are related to the sense of fulfillment,happiness and safety of the elderly.It is an era question that can’t be avoided in social governance and must be answered well.Meanwhile,with the continuous improvement of the people’s growing need for a better life,the government or enterprise has confl icts of interest with community residents on physical health,psychological pleasure,multiple compensation and other aspects in the process of site selection,construction and operation of elderly service facilities.The issue of complaint reporting caused by this should be brought to the forefront by the party committee and the government.To solve the NIMBY effect of community elderly care facilities,the government,enterprises,residents and social organizations need to participate in the same direction and form a joint force.
