探索基层信访矛盾责任压实新模式--以仙居县“五环智控”多跨场景为例

Research on the New Model of Compacting the Responsibility of the Primary-level Complaints and Visits--Taking the Multi-scenarios of“Five Ring Intelligent Control”in Xianju County as an Example

创新信访工作模式,构建“多元参与、快速处置、责任压实、事心双解”的基层信访矛盾化解新格局,是推进国家治理体系和治理能力现代化的必然要求,也是推进新形势下信访工作信息化、法治化、智慧化的必然要求。浙江省台州市仙居县从基层信访矛盾的突出问题和群众实际需求出发,创新性开发了“五环智控”应用场景,用数字赋能基层治理,构建基层矛调“即时感知—多元调处—责任监督—考评反馈—预警研判”全链条“闭环运行”,实现了信访问题透明化感知、高效化调处、可视化监督、科学化考评、精准化研判、精细化管理,走出了一条基层社会“智治+共治”的治理新路子。
