西部高等教育发展十年:成就、挑战及展望——《国家中长期教育改革和发展规划纲要(2010-2020年)》实施之审视

On Ten Years of Western Higher Education Development:Achievements,Challenges and Prospects——A Review of the Implementation of The Outline of Educational Planning(2010-2020)

《国家中长期教育改革和发展规划纲要(2010-2020年)》实施十年以来,西部高等教育发展取得显著成效:整体办学规模不断扩大;师资力量稳步增长,结构逐渐优化;中外合作办学项目增加,国际化趋势有所提升;信息化水平不断提高,软硬件设施逐步完善;社会服务能力逐渐加强;经费投入大幅增加,财力保障得以完善;多元参与力度提升,办学多元化渐趋丰富。十年来,西部高等教育发展成就离不开国家支持、产业转型及社会需求。在取得成就之时西部高等教育发展仍面临严峻挑战:区域间(内)差异突显、质与量失衡、人才流失严重以及信息化程度较低。因此,新时期需要进一步发挥“国家在场”作用以支持西部高等教育发展,建立良好的人才流动机制以完善高校师资队伍,推进数字化发展以提升高等教育信息化水平,借力“一带一路”以提高高等教育国际化水平,最终全面提升西部高等教育质量,助力新阶段我国高等教育高质量发展。

In the ten years since the implementation of the“National Medium and Long-term Education Reform and Development Plan(2010-2020)”,the development of higher education in the western region has achieved remarkable results:the overall scale of running schools has been continuously expanded;the teaching staff has grown steadily and the structure has been gradually optimized;the number of sino-foreign cooperative education projects has increased,and the trend of internationalization has improved;the level of informatization has continued to improve,and the software and hardware facilities have gradually improved;social service capabilities have gradually strengthened;funding has increased significantly,and financial guarantees have been improved;diversified participation has increased,and diversification of running schools has gradually increased.Over the past ten years,the development of higher education in western China has been inseparable from state support,industrial transformation and social needs.The development of higher education in the western of China still faces severe challenges when achievements are made:inter-regional(intra)differences are prominent,quality and quantity imbalances have being existed,serious talents losing,and lower informatization. Therefore,in the new stage,it is necessary to further play the role of“state presence”to support the development of higher education in the west of China,establish a good talent flow mechanism to improve the establishing of teaching staff,promote digital development to improve the level of higher education informatization,and leverage the“Belt and Road”to improve the level of internationalization of higher education,only then can will eventually comprehensively improve the quality of higher education in the western region of China and help the high-quality development of higher education of China in the new stage.
