公共服务对农村地区的经济社会发展具有巨大的直接效应和间接效应,有助于推动数字乡村建设与发展.河南省城郊乡村社区公共服务设施配置处于起步阶段,目前还存在供给数量与需求质量、配置达标与使用低下、建设量大面广与财政资源有限、信息化硬件起步与软件缺失之间的问题与矛盾.通过分析数字乡村发展对城郊乡村社区公共服务设施配置的影响与作用,分析河南省城郊乡村社区在线上平台、线下实体空间方面的需求内容并总结其配置特征.提出要线上平台连点成网、线下空间分类分级,要加快河南省城郊乡村社区公共服务高质量建设与发展的步伐,要注重软性服务与人的素质教育,并要在发展建设时序上做到动态实施进而保障公共服务设施的动态性、可持续性配置等对策,以期真正促进河南省城郊乡村社区在数字乡村建设发展过程中实现动态、均衡、可持续高质量发展目标.

Public services have huge direct and indirect effects on the economic and social development of rural areas,and they are the driving force behind the construction and development of digital village. The allocation of public service facilities of suburban rural communities in Henan Province is still in its infancy. At present,there are still problems and contradictions between supply quantity and demand quality,allocation compliance and low utilization of facility,large amount of construction and limited financial resources,the initiation of informatization hardware and the lack of software. contradiction. By analyzing the influence and role of digital village on the configuration of public service facilities in suburban rural communities,the needs of online platform and offline physical space in suburban rural communities in Henan Province are analyzed,and their configuration characteristics are summarized. The configuration countermeasures,including connecting points to form a network for online platform and classification and grading for offline space,accelerating the pace of high-quality construction and development,strengthening soft services and human quality education,dynamic implementing the development and construction to ensure the dynamic and sustainable configuration of public service facilities,are proposed to promote the realization of dynamic,balanced and sustainable high-quality development goals in the construction and development of digital village in suburban rural communities of Henan Province.
