摘要
在科学研究领域,同行评价是由从事特定研究领域的专家来评判研究者或研究成果的学术水平的一种评价方式。同行评价活动的有效展开,需要配备系统的实施办法和制度安排。新西兰基于绩效的研究基金项目采取同行评价来考察全国高等教育机构的研究质量。在同行评价的实施策略层面,其项目在同行推荐基础上遴选评价专家,基于广泛评价内容进行代表作评价,针对不同研究领域开展分类评价,通过多人、多轮计分形成评价结果。在同行评价的制度保障层面,项目以评估材料审查制度、利益相关者回避制度、评价全过程审核制度和保密与申诉制度来规范评价行为,保障各方权益。
Peer review is an evaluation method in which experts in a particular research field judge the academic level of researchers or research outcomes. The effective implementation of peer review requires systematic implementation methods and institutional arrangements. The New Zealand PBRF project uses a peer review approach to evaluate the research quality of higher education institutions across the country. At the implementation strategy level of peer review, evaluation experts are selected on the basis of peer recommendation;representative works are evaluated based on extensive evaluation content;classified evaluation is carried out for different research fields, and evaluation results are formed through multiple people and rounds of scoring. In terms of the institutional guarantee of peer review, evaluation materials review system, stakeholder avoidance system, evaluation process review system and confidentiality and appeal system have been set up to standardize evaluation behavior and protect the rights and interests of all parties.
