建国以来淮南市水库建设的历史考察

Historical Investigation of Reservoir Construction in Huainan City Since the Founding of the People's Republic of China

淮南作为淮河中游地区的重要城市,建国以来,其水库建设的历程在淮河流域具有一定代表性。淮南水库建设的兴起既与国家治水政策的主动引导有关,也包含淮南人民对“非理想环境”积极改造的因素。在历时性上,淮南水库建设起步于20世纪50年代初,于70年代达到建设高峰;在空间分布上,淮南水库呈现“南多北无”的格局,水库密集于淮河南岸。水库建设为淮南社会经济发展带来多元效益的同时,工程质量等问题相伴而生。要实现水库的可持续发展,需要环库“水利共同体”科学管理,共同维护,才能达到“人、水、地、库”有机统一的理想状态。

Huainan is an important city in the middle reaches of the Huaihe River.Since the founding of the People's Republic of China,the process of reservoir construction in Huainan is quite representative in the Huaihe River Basin.The rise of reservoir construction in Huainan is related not only to the active guidance of the national water control policy,but also to the active transformation of the"non-ideal environment"by the people of Huainan.Diachronically,the construction of Huainan reservoirs started in the early 1950s and reached its peak in the 1970s.In terms of spatial distribution,Huainan reservoir presents a pattern of more in the South than in the north,and the reservoirs are concentrated on the South Bank of Huaihe River.Reservoir construction has not only brought multiple benefits to the social and economic development of Huainan,but also caused problems such as project quality.In order to realize the sustainable development of the reservoir,it is necessary to scientifically manage and jointly maintain the"water community"around the reservoir,so as to achieve the ideal state of organic unity of"people,water,land and reservoir".
