网络信息协同治理:内涵、特征及实践路径

Collaborative Governance of Network Information:Connotation,Attributes and Practice Path

网络信息作为网络社会的核心要素,其合法性、合理性关乎着网络空间正常运转和有效发展。目前,网络空间充斥着大量的违法、违规信息,网络信息治理存在治理对象难以辨别,治理主体、方式、机制协同治理效力低下的治理困境,迫切需求提高协同治理效力,诉求实现多要素有效协同的网络信息治理。因此,文章以协同治理理论为理论支撑,基于当前协同治理现状,提出“主体-方法-运行机制”三维式协同的网络信息协同治理模式,重点关注多元主体协同、多样治理方法协同以及协同运行保障机制,进而提高网络信息治理效力,提升网络信息质量,维护和保障网络空间正常运行和有序发展。

Network information is the core element of the network society.Its legitimacy and rationality are related to the normal operation and effective development of cyberspace.At present,cyberspace is flooded with a large amount of illegal information.It is difficult to identify the objects of network governance.The effectiveness of collaborative governance of entities,methods,and mechanisms is low.There is an urgent need to improve the effectiveness of collaborative governance and seek to achieve effective multi-element and collaborative network information governance.Therefore,based on the collaborative governance theory,this paper proposes a three-dimensional collaborative network information governance model of“subject-method-operating mechanism”based on the current status of collaborative governance,focusing on the coordination of multiple entities,the coordination of multiple governance methods,and the guarantee mechanism of collaborative operation.The effectiveness of network information governance and the quality of network information will be improved,which can maintain and guarantee the proper operation and the orderly development of cyberspace.
