摘要
基于政策范式理论的最新发展成果和建设用地市场政策分析框架,运用文本分析法对相关法律、政策文本和重要讲话进行分析,对建设用地市场的政策范式转变进行考察。结果表明:2004年之后我国建设用地市场的政策范式发生了明显的转变,政策变迁的观念、政府角色的观念、城乡发展的观念和社会公平正义的观念都发生了显著的变化。新的政策范式在观念上表现出创新、协调、共享的特征,政策范式的转变可以被概括为从利益导向转向了新发展理念导向。新范式的观念体现的是政策制定者的“新发展理念”,这样的发展观念将指导今后的建设用地市场政策制定。
The purpose of the research is to investigate the policy paradigm shift of China’s land market based on the latest development of policy paradigm theory and the analysis framework of land market policy.The methods of this research include text analysis and comparative analysis.The result shows that the policy paradigm of land market has shifted significantly after 2004.The idea of policy change,the idea of government role,the idea of urban-rural development and the idea of fairness and justice are key elements of ideas of land market paradigm,all of which are changed in the three parts of land market:land acquisition,primary market and secondary market.The new policy paradigm is characterized by innovation,coordination and inclusiveness.And the policy paradigm is shifted from interest-oriented paradigm to new idea-oriented paradigm.The conclusion of the research is that the policy paradigm shift of land market is an incremental change in different parts of land market and in different dimensions of policy paradigm.The new paradigm reflects the new development ideas of the policy maker from central government,which will influence land market policy continuously.
