What Is An Enabling Government and How Can An Government be Capable?

政府与市场关系问题尽管一直受到关注,也有不少的讨论,但是一些基础性问题有待进一步厘清。从何为有为政府以及政府何以有为两个视角来看,政府的角色与功能定位对于有为政府具有重要意义。要讨论政府有为或者不有为的问题,必须首先廓清政府的角色和功能定位。决定一个政府的角色与功能定位的,固然有社会公共事务管理提出的要求,但是政府本身的偏好也是一个值得注意的因素。需要指出的是,有为政府不是无所不为的政府,不是无限责任的政府,也不是无懈可击的政府。从根本上来说,有为政府必须是能够为社会提供秩序保障、维系发展环境以及为公民提供权利保障的政府。政府何以有为的三个基本路径包括筑牢坚实的制度基础,打造专业的公职队伍,形塑良好的政府及公职人员与民众的协同关系。

How to handle the relationship between the government and the market has been a hot issue.Even though,some basic problems still need to be further clarified.From the perspective of how to define and make an enabling government,a government of such sort is shaped by its role and location,significant factors determined not only by the requirements of social public affairs management,but also by the preference of the government itself,a factor worthy of attention.An enabling government,it should be pointed out,should not stretch to all directions,should not run beyond the line,and should not pursue a goal of ultimate excellency.Fundamentally speaking,it should provide order for society,maintain development environment and protect citizens’rights.Three basic ways,the paper concludes,can be adopted to render a capable government:to enhance a solid institutional foundation,to build a professional public service team,and to shape a good collaborative relationship between the government(public servants)and the citizens.
