从资助到赋能:公益创投如何回归本源——基于新力公益创投的个案研究

From Funding to Empowerment:How Venture Philanthropy Returns to Its Origin--A Case Study on Xinli Venture Philanthropy

虽然近年来公益创投倍受地方政府青睐,却出现因与政府购买服务趋同而难以为社会组织赋能的困境,亟需转型发展。对新力公益创投的个案研究发现,回归公益创投本源需要建立赋能型公益创投模式,改变资源支持方式和加强能力建设是其中的两个关键点。公益创投主体应通过多种渠道为社会组织提供资金、专家、政策等资源支持;建立灵活的资金分配机制和有效的督导服务、培训辅导机制,是开展社会组织能力建设的主要途径。赋能型公益创投是政府回应资助型公益创投局限性、鼓励社会力量参与、在公益领域应用商业逻辑的产物。这一新模式既能保证公益创投项目质量,又能提升社会组织多方面能力,还有利于营造良好的公益慈善环境,可以为新时期公益创投转型发展提供借鉴。

Recent years has witnessed venture philanthropy a favor of China’s local governments.However,there has been a dilemma of its lacking ability to empower social organizations because of its convergence with government purchasing service,thus rendering its transformation a necessity.The case study of Xinli Venture Philanthropy indicates that building an empowerment model which focus on adopting new methods of resources support and strengthening capacity building can help venture philanthropy return to its original nature.The investors should provide social organizations,through different channels,with various resources including funds,experts,policies and so on;the main approach to enhance social organizations’capability is to establish flexible fund allocation mechanism,effective supervision and training mechanism.The empowerment model of venture philanthropy is a product of government’s responding to the limitations of the funding model,encouraging the participation of social forces and applying commercial logic in the field of public welfare.This new model not only ensures the quality of venture philanthropy projects,but also improves the capability of social organizations from different aspects.What is more,it further helps to create a good environment of philanthropy,which provides a reference for the transformation of venture philanthropy in the new era.
