基于AHP-模糊综合评价方法的煤矿应急救援协同能力逐级评价研究 被引量:2

摘要 为了研究多主体参与的煤矿应急救援协同能力评价对优化煤矿应急救援协同联动机制,提高多主体协同救援速度和效率的意义,从决策、组织、过程和资源4个方面构建了应急救援协同能力一级评价指标体系,并细化为17个二级指标体系,提出了基于AHP-模糊综合评价的应急救援协同能力逐级评价方法。首先采用AHP-模糊综合评价法分别对4个一级指标进行模糊综合评判,其次根据4个一级指标的评判结果采用AHP-模糊综合评价法对应急救援协同能力进行模糊综合评判,最后根据最大隶属度原则确定最终评价结果。实证表明,该方法不仅能够客观评价应急救援协同能力,还能够逐级分析应急救援协同能力的薄弱环节,为应急救援协同能力建设提供支持,同时该方法也为应急救援协同能力评价提供新思路。 In order to study the significance of coal mine emergency rescue coordination capability evaluation involving multi-agent participation in optimizing coal mine emergency rescue coordination linkage mechanism and improving the speed and efficiency of multi-agent coordination rescue, we constructed the first-level evaluation index system of emergency rescue coordination capability from four aspects, such as decision-making, organization, process and resources, and then refined the first-level evaluation index system into 17 second-level index systems. On the basis of it, we proposed a level-by-level evaluation method for emergency rescue coordination capability based on AHP-fuzzy comprehensive evaluation. Firstly, we use the AHP-fuzzy comprehensive evaluation method to evaluate the four first-level indicators. Secondly, based on the evaluation results, we evaluate the emergency rescue coordination ability by the AHP-fuzzy comprehensive evaluation method. Finally, we determine the final evaluation results according to the principle of maximum membership. The empirical evidence shows that the method propsed in this paper can not only objectively evaluate the emergency rescue coordination capability, but also can level-by-level analyze the weak links of it, which also could provide both support for the construction of emergency rescue coordination capability and new ideas for emergency rescue coordination capability evaluation.
