奈曼旗生态建设水平的综合测算及经济发展效应研究

Study on Comprehensive Measurement and Economic Development Effect of Ecological Construction in Naiman Banner

生态建设关系着人民福祉和民族的未来。从环境质量改善、生态系统保护、资源节约与利用、产业循环发展、人居环境改善、观念意识普及六大领域出发,构建生态建设水平综合测算指标体系,实证分析奈曼旗2001年至2018年生态建设水平,应用改进的索洛生产函数模型分析经济发展效应。结果表明,奈曼旗生态建设水平整体呈上升趋势,年均增长率达11.65%;生态建设对经济发展的效应虽然呈波动起伏上升趋势,但是一直保持在20.00%以上,平均效应为30.19%,对经济发展的效应不容忽视,说明奈曼旗今后应当继续转变传统思想观念,探索生态建设的有效形式,推崇生态经济理念,探索有效结合生态建设和经济发展的途径,把改善生态环境作为经济社会发展的永恒主题。

Ecological construction is related to the well-being of the people and the future of the nation.Based on the six aspects of environmental quality improvement,ecosystem protection,resource conservation and utilization,industrial recycling development,human settlement environment improvement,and concept and awareness popularization,this paper constructs a comprehensive measurement index system of ecological construction level,and conducts an empirical analysis on the ecological construction level of Naiman Banner from2001 to 2018,and uses the improved Solow production function model to analyze its economic development effect. The results show that the overall level of ecological construction in Naiman Banner is on the rise,with an annual growth rate of 11.65%. The effect of ecological construction on economic development fluctuates and rises,but it keeps above 20% and the average effect is 30.19%,which can not be ignored. This study shows that In the future,Naiman Banner should continue to change the traditional ideas,explore the effective form of ecological construction,promote the concept of ecological economy,explore the effective combination of ecological construction and economic development,and take the improvement of ecological environment as the eternal theme of economic and social development.
