监理质量评价中内部对标管理的应用研究

工程监理是一种高智能的技术服务,其服务内容涉及质量、工期、投资控制、安全、信息管理和各相关方的协调活动,既有对业主的知识输出型咨询服务,也有对承包商的项目管理活动。监理质量的测定与评价是监理企业亟待解决的课题。数据量化评定应作为监理质量评价主要发展思路之一,而对标管理就是以卓越业绩作为标杆,从各个方面与标杆进行比较、分析、判断,统计分析,找出优点与不足。将监理工作分为程序合规性工作、策划/总结文案工作、审核审查工作、检查/验收工作4大类,每一类工作都制定相应的评价指标体系,再将工程项目取得的最终业绩作为监理质量整体考核指标,形成一整套项目监理机构监理质量的评价指标体系,并制定相应的监理工作检查表,定期开展检查考核。最后对多次检查考核数据进行汇总整理、数据统计,开展对标分析,对监理企业内部各项目监理机构的对标指标进行评比,以制定相应的改进措施。对标管理理论应用于监理质量评价具有可行性。

Engineering supervision is a kind of high intelligent technical service.Its service content involves quality,construction period,investment control,safety,information management,and coordination activities of all relevant parties.There are both knowledge output consulting services for the owner and project management activities for the contractor.The measurement and evaluation of supervision quality is an urgent problem for supervision enterprises.Quantitative evaluation of data should be one of the main development ideas of supervision quality evaluation.Benchmarking management is to take excellent performance as the benchmark,compares,analyzes,judges and makes statistical analysis with the benchmark from all aspects,so as to find out the advantages and disadvantages.The supervision work is divided into four categories:procedure compliance work,planning/summary copywriting work,audit and review work,and inspection/acceptance work.For each type of work,the corresponding evaluation index system is formulated,and then the final performance of the project is taken as the overall evaluation index of the supervision quality,forming a complete set of evaluation index system of the supervision quality of the project supervision organization,and the corresponding supervision work checklist is formulated to carry out inspection and assessment on a regular basis.Finally,the data of multiple inspections and assessments are collected and sort out,benchmarking analysis is carried out,the benchmarking indicators of various project supervision organizations within the supervision enterprise are evaluated,and corresponding improvement measures are formulated.It is feasible to apply benchmarking management theory to supervision quality evaluation.
