长三角绿色金融一体化发展现状、问题和建议

Development Status, Problem and Suggestions of Integration of Green Finance in Yangtze River Delta

长三角地区作为我国深化金融开放、推进金融创新的重要区域,在绿色金融发展方面走在全国前列,绿色金融体制机制创新十分活跃。长三角一体化发展战略的提出,不仅对长三角地区加快落实新发展理念、加强区域连接和政策协同提出了更高的要求,也为长三角绿色金融一体化发展带来了重要的机遇和挑战。目前来看,长三角绿色金融一体化发展仍处于起步摸索阶段,各地绿色金融发展不平衡,从顶层设计方面缺乏跨区域、跨部门的绿色金融统筹发展机制,在绿色金融基础设施互联互通、绿色金融资源跨区域流动等方面,仍有待深化和完善。对此,建议长三角三省一市围绕统筹发展机制建设、基础设施互联互通、金融服务同城化、绿色金融环境支撑等四个方面加强协同,合力推进绿色金融一体化发展。

As an important region to deepen financial opening and promote financial innovation in China, the Yangtze River Delta is at the forefront in the development of green finance, and has an active environment of green financial innovation. The proposal of the integrated development strategy not only puts forward higher requirements for the Yangtze River Delta region to accelerate the implementation of new development concepts, strengthen regional connections and policy coordination, but also brings opportunities and challenges to the integrated development of green finance. At present, the integrated development of green finance in the Yangtze River Delta is still under exploration. Problems also exist.For example, unbalanced development of green finance in different regions, lack of cross-regional and cross-departmental green finance coordinated development mechanism in top-level design, and imperfect of infrastructure interconnection and cross-regional flow. In this regard, we suggest that provinces in the Yangtze River Delta should strengthen coordination in four aspects, including overall development mechanism construction, infrastructure interconnection, financial service integration, and green financial environment support, and jointly promote the integrated development of green finance.
