政策工具视角下青海湖“裸锂”保护问题分析

Analysis on’Gymnocypris Przewalskii’Protection in the Qinghai Lake from the Perspective of Policy Tools

政策工具选择是公共政策过程中最为重要的环节,直接影响政策效果。本文从青海湖“裸鲤”保护的缘由出发,通过对自愿性、强制性和混合性三种政策工具的思考,探讨分析了“裸鲤”保护政策工具选择的主要影响因素,并从加强政策工具的优化组合、塑造良好执行环境方面提出了相关建议,以期提高青海湖“裸鲤”保护政策的实施效果。

The choice of policy tools is the most important link in the process of public policy,which directly affects the policy effect.Based on the reasons for the protection of Gymnocypris przewalskii in the Qinghai Lake,this paper discusses and analyzes the main influencing factors of the selection of Gymnocypris przewalskii protection policy tools through the consideration of three policy tools,namely voluntary,mandatory and mixed,and puts forward relevant suggestions from the aspects of strengthening the optimal combination of policy tools and shaping a good implementation environment,so as to improve the implementation effect of Gymnocypris przewalskii protection policy in the Qinghai Lake.
