国家治理的“具象化”逻辑——基于地方债治理视角

Concretization Logic of State Governance——From the Perspective of Local Debt Governance

国家治理绝不是抽象化的存在,准确把握国家治理的动态过程及其内在逻辑需借助于更加具象化的事例与话语方式。地方债内嵌于央地关系,对地方债治理的研究有利于在更加具象化的时空境遇中感知央地互动和国家治理的动态过程。地方债扩张与治理过程中,地方政府所表现出的发债锦标赛、隐性同群效应、分锅自保等行为逻辑反映了央地博弈的结果,涉及国家治理主体、治理对象、治理模式、治理过程、治理目标等多个方面问题,为此本文从地方债治理角度探讨国家治理,以对完善和创新国家治理体制机制、更好理顺央地关系、释放稳定和发展的国家治理效能有所启示。

State governance is by no means an abstract existence.To accurately grasp the dynamic process of state governance and its internal logic,more concrete examples and discourse methods are needed.The research on local debt,which is embedded in the central-local relationship,is conducive to the perception of central-local interaction and the dynamic process of state governance in a more concrete space-time situation.The process of expansion and governance of local government debt reflects the result of the central-local game,involving many aspects,such as state governance body,governance object,governance model,governance process,governance goal and so on.Therefore,this paper discusses state governance from the perspective of local debt governance,to provide some enlightenment for improving and innovating state governance systems and mechanisms,better straightening out central-local relationship,and releasing the efficiency of state governance stability and development.
