在城市规划公示中促进公众参与的优化措施——以上海市新江湾社区控规为例

Optimization Measures to Promote Public Participation in Urban Planning Publicity——Taking Shanghai Xinjiangwan community regulation plan as an example

城市规划基于以人为本的理念,在对城市资源进行存量优化的过程中引入公众参与,吸纳公民的意见。如何促进公众参与是当前的热点问题之一,本文通过对上海市新江湾社区的控制性详细规划公示进行分析,发现其中存在公示地点偏僻、内容不易理解、意见反馈渠道单一和规划目的笼统的问题,并从政府角度提出规划目的精确化、意见收集方式多样化、公示内容“去专业化”和全面化的优化措施,以提高公众参与度。

Urban planning is based on the people-oriented concept, introducing public participation and absorbing citizens’ opinions in the process of optimizing the stock of urban resources. How to promote public participation is one of the current hot issues, this paper analyzes the publicity of the regulation plan of the Xinjiangwan community in Shanghai, and finds out that there are problems such as remote publicity location, difficulty to understand content, single feedback channel and generalized planning objectives. From the perspective of the government, this paper puts forward optimization measures like refining the planning purpose, diversifying the way of collecting opinions, "de-professionalize" and comprehensive public content, so as to improve the degree of public participation.
