制毒物品管控的挑战及对策——基于裁判文书网258份判决书的实证分析

Challenges and Countermeasures of Drug-making Control——Based on the Empirical Analysis of 258 Judgments of Judgment Document Network

制毒物品是国家规定管制的可以用于制造毒品的原料和配剂。我国是化工大国,化学品在工农业生产中使用广泛,但其非法流失一直是困扰我国禁毒工作的一个问题,加强防控,防止化学品流入非法制毒的渠道是解决问题的关键。因此,本文结合中国裁判文书网上2016—2020年258份关于制毒物品犯罪的刑事一审判决书,从实证分析的角度出发,研究分析当前我国制毒物品犯罪的现状、特点及其产生的原因,进而提出科学、合理的防控对策,以有效减少制毒物品相关犯罪的发生。

Drug-making products are raw materials and preparations that can be used to manufacture drugs that are regulated and controlled by the state.China is a big oountry in chemical industry,chemicals are widely used in industrial and agrioultural production,but their illegal loss has always been a problem of drug oontrol in China.Strengthening prevention and oontrol to prevent chemicals from flowing into the channels.Therefore,we selected 258 first-instance criminal judgments on drug-making crimes from 2016 to 2020 on the China Judgment Documents website.From the perspective of empirical analysis,we study and analyze the current status,characteristics and causes of drug-making crimes in my country.Put forward scientific and reasonable prevention and control countermeasures to effectively reduce the occurrence of crimes related to drug production.
