乡村振兴战略背景下乡村产业发展融资机制改革研究

Research on the Reform of Financing Mechanism for Rural Industrial Development Under the Background of Rural Revitalization Strategy

“三农”问题关系到中国经济发展的基础,这一问题的解决是我党工作的重中之重。针对我国目前存在的城乡经济发展不平衡、不充分问题,习近平总书记在党的十九大报告中,站在全局战略角度提出,实施乡村振兴战略是党中央解决好“三农”问题的重大战略决策。乡村振兴战略的首要任务是乡村产业振兴,而乡村产业振兴离不开金融支持,然而,乡村金融一直是我国金融体系的薄弱环节,乡村产业融资困难问题严重制约了乡村产业的发展速度,成为制约乡村振兴的瓶颈。如何通过乡村融资机制改革解决乡村产业融资难问题,从而促进乡村产业发展创新,实现乡村振兴目标成为亟待研究的问题。本文从供给侧及需求侧两方面分析乡村产业发展融资难问题,探索解决农村产业融资困难的融资机制改革途径。

The issue of “agriculture, rural areas and farmers” greatly matters to the foundation of China’s economic development, and its solution is the top priority for the Communist Party of China. In viewing of the unbalanced and insufficient economic development between urban and rural areas in China, Xi Jinping proposed that rural revitalization strategy is a major strategic decision to solve the issue of “agriculture, rural areas and farmers” from an overall and strategic perspective at the 19 th CPC National Congress. The primary task of the rural revitalization strategy is the revitalization of rural industries, which cannot be separated from financial support. However, rural finance has always been a weak link of China’s financial system. The problem of financing difficulties in rural industries seriously restricts the development speed of rural industries, becoming the bottleneck of rural revitalization. How to solve the financing difficulties of rural industries through the reform of rural financing mechanism, so as to promote the development and innovation of rural industries, and achieve the goal of rural revitalization has become an urgent problem to be studied. This paper analyzes the financing difficulties of rural industrial development from two aspects of the supply side and the demand side, and explores the ways to reform the financing mechanism to solve the financing difficulties of rural industries.
