基于三级两类体系的配电网电力设施空间布局规划策略研究

Research on Spatial Layout Planning Strategy of Power Distribution Facilities Based on Three⁃levels and Two⁃categories System

在国土空间规划体系下,电力设施布局规划对于保障电网规划落地、降低建设协调难度、促进电网设施与城乡协调发展具有重要意义。分析国土空间规划总体框架体系和规划流程,提出适应国土空间规划的配电网规划流程,研究配电网电力设施空间布局规划的布局对象、融入机制、规划层级、弹性深度和空间需求典型方案,并用规划案例验证了规划策略的有效性。

Under the land spatial planning system,the layout planning of power facilities plays an important role in ensuring the implementation of powergridplanning,reducing the difficulty of construction coordination and promoting the coordinated development of power grid facilities at urban and rural areas.The overall framework system and planning process of land spatial planning is analyzed and the process of distribution network planning suitable for land spatial planning is proposed.Moreover,the layout object,integration mechanism,planning hierarchy,elastic depth and typical spatial demand scheme of spatial layout planning of power distribution network are studied.Finally,the effectiveness of the planning strategy is verified by a planning case.
