精准治理视角下的我国体育服务综合体建设路径研究

Research on the Construction of Sports Service Complex in China from the Perspective of Precise Governance

运用动态比较法、文献资料法、逻辑分析等方法,从“精准治理”的视角出发,对现存于我国体育服务综合体的问题进行剖析,为探明今后的发展路径做铺垫。研究表明:我国体育综合体运营中存在着以下问题:1.部门利益博弈,体育用地需求难以满足;2.多产业业态融合,体育主体性地位不突出;3.体育消费需求多元,创新发展受限;4.运营管理不善,缺乏专业人才;5.因市场机制不成熟,造成商业投资受阻。为今后良性发展建设提出以下路径:1.促进相关政策精准输出,规避部门博弈情况;2.立足体育功能为主体性地位,考虑综合运营;3.以市场服务对象需求为指引,创新发展体育服务综合体;4.搭建人才培育机制,组建专业组织机构;5.鼓励社会力量的投资参与,多元主体协同共治。

Using literature review, dynamic comparison, logical analysis and other methods, this paper analyzes the problems existing in the development of sports service complex in China from the perspective of “precise governance”,and then explores its future development path. Research shows that: the following problems exist in the operation of sports complexes in our country: 1.Due to the immature mechanism, commercial investment is hindered;2.There are barriers in the system and the development of intelligence is limited;3.Poor operation management and lack of professional talents;4.The operating level is low, lack of innovation leadership;5.The commercial market is weak, lack of high-end competition brands, etc. The following suggestions have been put forward: 1.Based on market research, rationally plan and construct;2.Establish systems and policy guarantees to create a good market environment;3.Build a talent cultivation mechanism and set up professional organizations;4.Innovate operation and management models, Improve operation utilization;5.Based on multi-functional design, consider integrated operation, and then promote the development of my country’s local sports service complex.
