Analysis on the Indispensable Governance Capacity of the Primary-Level Officials in the New Era

基层干部治理能力是基层治理高质量发展的重要基础性保障。深入理解和把握基层干部治理能力的基本特征与构成,是提高基层干部治理能力的重要理论前提。结合治理的概念内涵以及国家治理体系与治理能力现代化的实践要求,不难发现,新形势下基层干部至少应该具备贯彻执行能力、群众工作能力、调查研究能力、依法治理能力、应急处突能力、智慧治理能力等六大治理能力。

The governance capacity of the officials working at the primary level is an important and basic guarantee for the high-quality development of the primary-level governance.Thus,to have an in-depth understanding of the basic characteristics and components of such capacity constitutes the important theoretical premise of improving it among the primary-level officials.Based on the concepts and connotations of governance and the practical requirements of the modernization of the national governance system and governance capacity,it is obvious to conclude that the primary-level officials should have at least six indispensable abilities of implementation,mass work,investigation,governance by law,emergency handling,and intelligent governance.
