科学评价基层领导干部治理能力的理论逻辑——基于评价目的、主体、指标、原则的探讨

Theory Underlying Scientific Evaluation of Governance Capacity of Primary-Level Leading Officials:An Exploration Based on the Purpose,Subjects,Indicators and Principles of Evaluation

基层治理是国家治理的基石,新时代背景下,提升基层领导干部治理能力是推进国家治理现代化的一项重要课题。在此过程中,对基层领导干部治理能力的评价亦显得十分重要。当前针对基层领导干部治理能力的评价还存在单一评价主体与多头评价之间的矛盾、评价指标体系一元化与多元化之间的矛盾、评价过程重形式与评价结果重问责之间的矛盾。基于此,应从为什么评价、谁来评价、评价什么和如何评价几个方面入手,思考探讨以科学评价促进基层领导干部治理能力现代化的基本路径。

Primary-level governance is the cornerstone of national governance.To promote the modernization of national governance in the new era,it is important to improve the governance capacity of primary-level leading officials.In this process,the evaluation of such capacity is of great significance.However,it is currently faced with some contradictions,such as those between single and multiple evaluation subjects,between unified and diversified evaluation indicator systems,and between form-oriented evaluation processes and accountability-oriented evaluation results.As such,we should explore the basic pathway of promoting the modernization of the governance capacity of primary-level leading officials through scientific evaluation by focusing on why,who,what,and how to evaluate.
