以完善的考核机制治理基层“庸者逍遥”现象

Handling the Phenomenon of“the Incapable are Carefree”in Primary-Level Governance with Sound Assessment Mechanisms

摘要 “能者多劳,庸者逍遥”是基层治理中亟待消除的一种不良现象。破解基层“能者多劳、庸者逍遥”问题,要培养高素质、专业化的队伍,创造更好的基层治理环境,可以从优化基层公务员准入制度、强化内在动机、完善考核体系等方面着手:通过岗位聘任制从准入层面减少基层公务员不作为;重视培育和发挥公务员的公共服务动机,强化内驱力;以“想要什么就评估什么”为原则,区分个人素养和绩效能力;考核主体多元化,更多地从接受服务的客体多维度评估公务员绩效。 “The capable are busy while the incapable are carefree”is an undesirable phenomenon to be eliminated immediately in primary-level governance.To solve this problem,it is necessary to cultivate high-quality and professional teams to create a better environment for primary-level governance.These can be approached by optimizing the access system of civil servants,enhancing their internal motivations,and improving the assessment system,namely,to reduce inaction of civil servants working at the primary level through the job-appointment system,to enhance their internal drive by cultivating and exerting their public service motivations;to distinguish personal qualities from performance capacities by following the principle of“evaluating what is needed”;and to diversify assessors for multidimensional evaluations of civil servants’performance from the perspective of the service recipients.
