摘要
聚焦新时代城乡社区社会治理和社区公共服务的重心和短板,推动劳动力就地就近就业,要梳理城乡社区公共服务供给,开发常设性、临时性、季节性、应急性的灵活就业岗位;瞄准城乡社区公共设施建设,推进以工代补和以劳代扶,激活兜底类财政资金促进劳动就业效能;支持劳动密集型企业“化整为零”“包料代工”,构建“企业+社区工场+家庭作坊”的供应链和组织体系,创造非聚集型的新型生产协作模式;科学设置公益性岗位工资标准,建立梯度递减补贴制度,激活公益性岗位促就业功能。
Regarding the core and shortcomings of social governance and public services in urban and rural communities in the new era,we should promote employment in the local area and in the neighborhood.We should provide permanent,temporary,seasonal,and emergency jobs based on the supply of public services in urban and rural communities.We should put top emphasis on the construction of public facilities in urban and rural communities,promote work instead of subsidies,and labor instead of aid,and activate the financial resources for the worst scenarios as a way to promote the effectiveness of labor and employment.In addition,we should also support labor-intensive enterprises to“break up the whole into parts”and outsource their work by providing the materials,build a supply chain and organization system based on the“enterprises+community workshops+home workshops”model,and create a new non-aggregated production and collaboration model.Lastly,we should set salary standards for public service positions scientifically,establish a gradient decreasing subsidy system,and activate the employment-promoting function of public service positions.
