国家与社会关系视角下我国乡村公共文化治理变迁与展望

Change and Prospect of Rural Public Culture Governance in China from the Perspective of State-Society Relations

乡村公共文化治理关系到乡村治理现代化与乡村全面振兴的进程与水平。基于国家与社会关系视角发现,我国乡村公共文化治理先后历经政治驱动的文化更新、经济导向的文化建设、服务取向的文化供给等阶段,并在国家与社会层面分别表现为整合与接纳、悬浮与消解、下沉与重塑等不同状态。因此,乡村公共文化治理应围绕国家与社会的互适合作,以农民为中心调和行政化与乡土化逻辑、以政府职责为重点催化国家与社会合作,进而助推乡村治理现代化与乡村全面振兴。

Rural public culture governance is related to the process and level of rural governance modernization and comprehensive rural revitalization.Based on the perspective of state-society relations,rural public culture governance in China has gone through the stages of culture regeneration driven by politics,economically oriented cultural construction,service-oriented cultural supply,etc.,and it shows different states of integration and absorption,suspension and decomposition,sinking and remodeling at the level of state-society.Rural public culture governance should focus on the adaptive cooperation between the state and society,harmonize administrative and local logic centered on farmers,promote state-society cooperation based on the government responsibilities,so as to boost the modernization of rural governance and comprehensive rural revitalization.
