服务“可及性”视角下的新时代公共文化服务体系建设路径研究

Research on the Development Path of Public Cultural Service System in the New Era from the Perspective of Service “Access to Service”

公共文化服务经历从无到有再到标准化、均等化全面推进的建设与发展过程,对完善城乡公共文化服务保障体系建设,促进公共文化服务体系建设高质量、均衡发展具有重要的现实意义。文章对公共文化服务可及性的内涵加以梳理,以“可及性”为研究视角,对公共文化服务可及性要素和“4A”评价框架进行分析,提出坚持政府主导,加大基层服务中心文化输出;匹配各方文化需求,注重多样资源整合;提升服务效能,强化政社合作供给;建立动态评价反馈机制,实现公共服务精准供给,是完善和优化新时代公共文化服务体系建设的主要路径。

Public cultural service has gone through the construction and development process from starting from scratch to standardization and equalization,which has practical significance for improving the construction of urban and rural public cultural service guarantee system and promoting the construction of high-quality and balanced development of public cultural service system.The article sorts out the connotation of the accessibility of public cultural services,and analyzes the accessibility elements of public cultural services and the “4A” evaluation framework from the perspective of “accessibility”.It proposes to adhere to the government’s leadership and to increase cultural output of grassroots service centers;to match the cultural needs of all parties,and to focuse on the integration of diverse resources;to improve service efficiency and strengthen the supply of political and social cooperation;and to establish a dynamic evaluation feedback mechanism to achieve accurate supply of public services—all these are the main path to improve and optimize the construction of the public cultural service system in the new era.
