2021年11月18日,中共中央、国务院印发《关于加强新时代老龄工作的意见》。我国在“十四五”开局之年出台老龄工作的专项文件,是面对我国人口老龄化的新形势、老龄工作发展进入新阶段等新机遇和挑战做出的科学制度安排。新时代老龄工作的主要任务包括健全养老服务体系、完善老年人健康支撑体系、促进老年人社会参与、着力构建老年友好型社会、积极培育银发经济等方面。贯彻落实《意见》的关键环节是坚持党的领导、坚持政府市场社会责任共担、坚持完善相关政策、坚持软硬件保障、坚持做好基础工作。

On 18th November 2021, the CPC Central Committee and the State Council issued the opinion on strengthening the work on aging in new era. The introduction of the special document on aging work in the first year of the 14th five year plan is a scientific institutional arrangement made in the face of new situation of China’s agingpopulation and new opportunities and challenges of the development of aging work entering a new stage. The main tasks of aging work in new era include improving the elderly care service system,improving the health support system for the elderly, promoting the social participation of the elderly, striving to build an elderly friendly society, and actively cultivating the silver economy. The key link of implementing the opinion is to adhere to the Party’s leadership, the government’s sharing of social responsibilities with market and society, the improvement of relevant policies, the guarantee of software and hardware, and guarantee the foundation work.
