数字技术支撑现代社会治理体系的底层逻辑与实现路径

The Underlying Logic and Implementation Path of Digital Technology Supporting Modern Social Governance System

当前,全球经济社会加速向信息化智能化方向发展,传统的社会治理方式和手段已难以适应,社会治理体系迫切需要转型升级。党的十九届四中全会明确将科技支撑列为社会治理的重要内容和基本理念,十九届五中全会也将加强数字社会、数字政府建设,提升公共服务、社会治理等数字化智能化水平确立为“十四五”时期加快数字化发展的重要指向。数字科技发展对治理现代化的支撑和推动作用已成为共识,但其底层逻辑和实现路径有待更加深入的研究。本文从现代社会治理体系的核心需求、数字技术提供科技支撑的独特优势两方面入手,探讨数字技术支撑现代社会治理体系建设的底层逻辑,并在此基础上提出了数字赋能现代社会治理的具体路径,研究结论有望为社会治理体系数字化转型提供借鉴。

Under the impact of a new round of information technology revolution, the global economy and society are accelerating to the direction of information and intelligence, which is difficult for the traditional social governance methods and means to match. The Fourth Plenary Session of the 19th CPC Central Committee clearly listed scientific and technological support as an important content and basic concept of social governance. It has become a consensus that the development of digital science and technology plays a supporting and promoting role in governance modernization, but its underlying logic and implementation path still need to be further studied. Focusing on the core needs of modern social governance system and the unique advantages of digital technology in providing scientific and technological support, this paper discusses the underlying logic of digital technology supporting the construction of modern social governance system,and puts forward the specific path of how digital technology enables modern social governance system. The research conclusion is expected to provide reference for the digital transformation of social governance system.
