Building An Honest and Clean Government Culture by Using the Theory of Traditional Chinese Medicine

运用中医理论建设廉政文化,可更快更好地使廉政意识内化为中医院干部职工的思想准则和道德准绳,外化为中医院干部职工倡导廉政行医的自觉实践,最大限度地发挥干部职工的主观能动性,促进医院廉政文化建设和干部职工综合素质的全面发展,为全面贯彻落实医改政策提供强有力的政治思想保障。本研究主要从基于中医整体观构建医院廉政文化格局、利用中医方法论指导医院廉政文化建设、参考中医规范体系促进医院廉政文化建设三个方面展开研究,指出应健全领导机制、建立协调机制、构建预警机制,全面落实党委主体和纪委监督的责任,提高中层履职能力,同时坚持以人为本,加强廉政文化教育,营造廉政文化氛围,开展廉政文化活动。

Using the theory of traditional Chinese medicine(TCM)to construct the culture of clean government can make the consciousness of clean government internalized into the ideological standard and moral criterion of the cadres and workers in the hospital of traditional Chinese medicine,externalized into the conscious practice of the cadres and workers in the hospital of traditional Chinese medicine advocating the practice of clean government,give full play to the subjective initiative of the cadres and workers,promote the construction of the culture of clean government in the hospital and the all-round development of the comprehensive quality of the cadres and workers It provides a strong political and ideological guarantee for the implementation of the health care reform policy.This study is mainly from three aspects:constructing the pattern of hospital clean government culture based on the holistic view of traditional Chinese medicine,using TCM methodology to guide the construction of hospital clean government culture,and referring to TCM standard system to promote the construction of hospital clean government culture.It points out that we should improve the leadership mechanism,establish coordination mechanism,build early warning mechanism,fully implement the supervision responsibility of the Party Committee and Discipline Inspection Commission,and improve the quality of the hospital.At the same time,we should adhere to the people-oriented principle,strengthen the anti-corruption cultural education,create an anti-corruption cultural atmosphere and carry out anti-corruption cultural activities.
