浅谈区属国企转型中的绩效管理

摘要 20世纪初,为切实彰破解地方经济发展的资金难题,区属平台公司应运而生。随着经济的加速发展和宏观政策的变化,区属国企改革势在必行。科学绩效管理思想在区属国企转型中发挥着引领作用,扮演着先行者角色。国企改革中的一、二、三级管控结构设置直接影响绩效管理的分层模式,功能性和竞争性的企业类别直接决定了各项绩效指标种类,科学绩效管理开展的好坏不仅对组织战略产生影响,更是区属国企转型改革成功与否的内生判定标准。 In the beginning of 21st century,in great devotion to solve local difficulties in economy development,we established the platform-based company in the district.As the macro policies change and economy development accelerates,state-owned enterprises in local district have no doubt embracing and taking on the new revolutions.The scientific performance management thought acts a leading role in enterprises′transformation.The setting of primary,secondary and tertiary management and control structure in the reform of state-owned enterprises directly affects the hierarchical mode of performance management.And the categories of functional and competitive companies even directly determine the types of performance indicators.Such scientific performance management has not only an impact on organizational strategy,but also an endogenous judgment standard for the success of the transformation and reform of state-owned enterprises in the district.
