准经营性水利工程PPP项目收益分配研究

Research on Income Distribution of PPP Projects of Quasi-operating Water Conservancy Projects

水利工程在水资源开发利用和水文生态保护中发挥着重要作用,作为国家公共基础设施,水利工程建设多属于PPP项目。对于准经营性的水利工程PPP项目,做好其收益分配不仅能推动水利建设投资多元化,而且能带动区域经济发展。本文立足准经营性水利工程PPP项目,在阐述项目收益合理分配重要性的基础上,分析项目收益分配组成、分配特点和分配方式,并指出收益分配方法在准经营性水利工程PPP项目实例中的应用,期望能进一步提升收益分配的合理性,推动准经营性水利工程PPP项目的持续发展。

Water conservancy projects play an important role in the development and utilization of water resources and hydrological ecological protection.As a national public infrastructure,water conservancy projects are mostly PPP projects.For quasi-operational water conservancy project PPP projects,doing a good job in the distribution of their income can not only promote the diversification of water conservancy construction investment,but also promote regional economic development.Based on the quasi-operational water conservancy project PPP project,on the basis of expounding the importance of the reasonable distribution of project income,this paper analyzes the project income distribution composition,distribution characteristics and distribution method,and points out the income distribution method in the quasi-operational water conservancy project PPP project example.It is expected to further improve the rationality of income distribution and promote the sustainable development of quasi-operating water conservancy project PPP projects.
