深化普通本科院校科研经费管理改革路径研究

Research on Reform Path for Scientific Research Funds Management in the Ordinary Colleges and Universities

十八大以来,随着国家创新驱动战略的实施和科技体制改革的深化,河北省推出了系列举措,为高校和科研院所科研管理提供了全面的系列政策保障,为科研人员潜心研究营造了良好工作环境。在分析省内普通本科院校对科研经费管理“放管服”等系列政策执行情况的基础上,从健全规范制度建设、加强科研经费管理组织保障和加快科研管理运行机制优化三个方面提出建议,为健全高校科研经费管理体系、规范科研经费使用业务流程、营造积极向上的科研生态提供可借鉴的实现路径。

Since the 18th National Congress of the Communist Party of China(CPC),with the implementation of the national innovation—driven strategy and the deepening of the reform of science and technology system,a series of measures has been launched in Hebei province to guarantee the promotion of the scientific research management in universities and research institutes.This creates inspiring environment for researchers to concentrate on research.Based on the implementation of the policies of reforms to streamline administration and delegate power,improve regulation,and upgrade services in the ordinary colleges and university,this paper puts forward some suggestions from three aspects:improving institutional system,strengthening the organization of scientific research funds management and accelerating the optimization of scientific research management operation mechanism.This provides a practical way for perfecting the management system of scientific research funds,optimizing the business processes and services,and creating a positive scientific research ecology.
