对深化云南省医疗卫生事业单位专业技术岗位设置与管理改革的思考

岗位设置与管理是医疗卫生事业单位提高人才资源配置效率的有效途径,是推进人事管理制度改革的重要突破口。在云南省医疗卫生事业单位人事制度改革中,一个突出问题是专业技术岗位设置结构比例现行指导标准难以适应人口和经济社会发展的多元化增量需求。总体上看,云南应借鉴有关省份的改革经验,以单位评价等级作为岗位设置分类标准,由具体岗位等级比例管控调整为区间比例控制,提高中高级专业技术岗位结构比例,切实突破传统人事管理瓶颈。下放人事管理的权限,优化人才资源配置,激发单位活力,进而促进全省公共医疗卫生事业高质量跨越式发展。

The setting and management of post structure proportion are an effective way for medical and health institutions to improve the efficiency of talent resource allocation and an important breakthrough in promoting the reform of personnel management system.In the personnel system reform of medical and health institutions in Yunnan Province,a prominent problem is that the current guiding standard for the setting proportion of professional and technical post structure is diffi cult to meet the diversifi ed and incremental needs of population and economic and social development.Generally,Yunnan should learn from the reform experience of relevant provinces,take the unit evaluation grade as the classification standard for post setting,adjust the proportion control of specific post grade to interval proportion control,improve the proportion of middle and senior professional and technical post structure,effectively break through the bottleneck of traditional personnel management,decentralize the autonomy of personnel management,optimize the allocation of human resources,stimulate the vitality of units,and then promote the high-quality leapfrog development of public medical and health undertakings in the province.
