摘要
加快推动土地金融配套机制建设,是农村金融服务乡村振兴战略的重要举措。现有文献对土地金融各项配套制度的“联合效应”与“互动关系”尚未展开系统研究。选取福建省10个农地经营权抵押贷款试点作为研究对象,采用模糊集定性比较分析(fsQCA)方法,考察确权颁证、价值评估、组合抵押、抵押物处置、流转市场、担保机制与风险补偿金等七项制度因素对贷款规模的影响,得到政府推动型、市场驱动型以及政府与市场协同型三条组态路径。价值评估和担保机制两项配套制度均存在于该三条路径,在一定条件下,确权颁证、抵押物处置的制度组合与风险补偿金制度存在替代关系。研究表明发挥政府和市场联动作用,健全价值评估与风险防控体系是土地金融配套机制建设的关键。
Accelerating the construction of supporting mechanisms for land finance is an important measure for rural finance to serve the rural revitalization strategy.The existing literature has not yet conducted a systematic study on the“joint effect”and“interaction”of multiple supporting systems for land finance.Taking ten farmland management rights mortgage pilots in Fujian Province as the research object,use fuzzy set qualitative comparative analysis to examine the impact mechanism of seven supporting systems,including certification,land evaluation,disposal of non-performing loans,circulation market,combination mortgage,guarantee mechanism and risk compensation,on loan scale.The result shows that configuration paths are government-driven,market-driven and the combined model.Both the price evaluation and the guarantee system exist in the three configuration paths.Under certain conditions,the system combination of certification and disposal of non-performing loans has an alternative relationship with the risk compensation system.Research shows giving full play to the linkage between the government and the market,improving the value evaluation and risk prevention and control system are the keys to the construction of supporting mechanisms.
