党委领导下的校长负责制是党对高校开展领导的具体路径,是中国特色社会主义大学的显著标志,也是中国高校治理体系中的重要一环。其本质是在高校坚持党的绝对领导的同时,对校长依法行使行政权力给予支持。新时代坚持和完善党委领导下的校长负责制,要持续推进党的政治领导不断强化,使学校内部治理结构得以不断优化,推动工作机制健全完善,充分发挥基层组织的战斗堡垒作用,为教育强国谱写新篇章。

The Principal Responsibility System under the leadership of the Party Committee is an important in-stitutional arrangement to adhere to the leadership of the Party and implement democratic centralism in colleges and universities,which is the fundamental system of the Party’s leadership over colleges and universities and the most suitable mode of governance for colleges and universities in China under the current situation.Its essence is to support principals to exercise administrative power according to the law based on adhering to the overall lead-ership of the Party over colleges and universities.To adhere to and improve the Principal Responsibility System under the leadership of the Party Committee,we should continuously strengthen the political leadership of the Party,improve the internal governance structure of the university,establish and improve the whole chain work mechanism of“research,decision making,implementation,and evaluation”,enhance the fighting power of the Party organizations of faculties and departments,and write a new chapter for building China into a leading power in education.
