摘要
目的了解山东省疾控机构人力资源配置状况,针对其存在的问题提出相应的对策建议,为优化疾控人力资源配置和政府决策提供参考依据。方法依托统计年鉴相关数据,对山东省2014—2019年疾控机构人力资源配置现状进行动态变化评估和量化分析。结果2014—2019年山东省疾控中心总人员数、卫生技术人员数、执业(助理)医师、注册护士人员数均有所减少,平均发展速度分别为97.56%、97.29%、98.85%、98.95%,平均增长速度分别为-2.44%、-2.71%、-1.15%、-1.05%。卫生技术人员工作年限在30年以上的占比超过30%,呈现人员老龄趋势。人均学历分值和人均职称分值均呈上升趋势,平均发展速度分别为103%、101%,平均增长速度分别为3%、1%。结论山东省疾控人员学历结构有待优化,呈现人员老龄化趋势。人员总量减少且降幅逐年增大,卫生技术人员配备相对不足,岗位结构尚需优化。需加强后备人力培养,鼓励继续教育,制定有效的薪酬激励政策,加强考试辅导和培训,科学设置岗位,以满足人民群众日益增长的公共卫生健康需求。
Objective To understand the human resource allocation status of disease control institutions in Shandong Province,and put forward corresponding countermeasures and suggestions for the existing problems,so as to provide reference for optimizing disease control human resource allocation and government decision-making.Methods Based on the relevant data of the Statistical Yearbook,the dynamic change assessment and quantitative analysis of the status quo of human resource allocation in disease control institutions in Shandong Province from 2014 to 2019 were carried out.Results From 2014 to 2019,the total number of staff,health technicians,licensed(assistant)physicians,and registered nurses in Shandong CDC all decreased.The average development rates were 97.56%,97.29%,98.85%,and 98.95%,respectively,and the average growth rates were-2.44%,-2.71%,-1.15%,and-1.05%,respectively.The proportion of health technicians with working years of more than 30 years exceeds 30%,showing a trend of aging.The per capita academic scores and per capita professional title scores were on the rise,and the average development speed was 103%and 101%,respectively,and the average growth speed was 3%and 1%respectively.Conclusion The educational structure of disease control personnel in Shandong Province needs to be optimized,and show a trend of aging.The total number of personnel is decreasing and the rate of decrease is increasing year by year,the staffing of health technicians is relatively insufficient,and the post structure still needs to be optimized.It is necessary to strengthen the training of reserve manpower,encourage continuing education,formulate effective salary incentive policies,strengthen examination counseling and training,and scientifically set up positions,to meet the growing public health needs of the people.
